meet once at least in every year; and I further
suggest that the best meeting-place would be Hong Kong,
because it would attract less notice if His Majesty's
Minister were to visit this Colony at stated intervals,
than if the General, the Admiral and the Governor of
Hong Kong were periodically to meet His Majesty's Minister at Shanghai, Peking or some other place in
China. It is, of course, both necessary and desirable
that the Admiral, the General and the Governor of
Hong Kong should visit from time to time important
centres in China; and, as a matter of fact, we have
each of us done this; but the best place for a
conference of the principal British authorities,
whom I have named, would, I venture to think, be in
British territory; and for that reason I propose that
the meeting-place should be Hong Kong.
